News and Opinion Regarding Paul Stepanoff, Quakertown PA School Board Director

A Topix poster with a loathsome attitude toward QCSD has made a post that reveals his identity.

He calls himself "Real World," but actually lives in the Kool-Aid-induced La-La land of Reformer-itis.

He says he lives in the Milford area, and the only person the Lone Gunman had a lengthy email

conversation with is former Quakertown realtor Rick Shelps who now has his office with

Interesting information about one of Stepanoff's biggest supporters, Helen Kondracki, also of Haycock Township.

There is a reason Mrs. Kondracki shows up to nearly all QCSD School Board meetings--and it's not because she's a concerned taxpayer.

The reality is that her husband, Anthony, was the Clerk of Works during the construction of Trumbauersville Elementary School.

He was caught sleeping on the job and was fired from his position. This didn't sit well with Helen, so she went to former

Superintendent Jim Scanlon, and gave him an ultimatum: Give her husband back his job, or she will start showing up at School Board

In essence, Mrs. Kondracki is no better than Rick Orloff. He was denied the Budget Consultant position back in 2006,

and one of the circulators of the failed "at large" petition from 2007 to change how we vote for School Board Directors.

He seems to have the same sexist mindset as Stepanoff and Alfonso--absolutely NO respect for our dedicated female Board Directors.

at the May 28th School Board meeting, they thought everyone needed to know the mindset of the Stepanoff/Orloff followers,

This is an email from Kim [Babb] Pacella. She is one of the organizers of the QCSD Tax Advocacy Group which is

backed by Stepanoff and Orloff. Please read paragraph four, and take note that Kim graduated from QCSD in the mid 1980's.

NEVER had homework or had no idea on how to study once she reached college--really?

Kim graduated long before integrated math or any other program. If she was in College Prep at that time,

she would most definitely have had a good amount of homework every week. This is an insult to the teachers who

letter filed by QCSD Superintendent, Dr. Lisa Andrejko to the School Board President

and Vice President against Paul Stepanoff and Manuel Alfonso for creating a hostile

If the allegations are true, Stepanoff and Alfonso could be in serious trouble.

It was also "convenient" that Alfonso released this letter AFTER the Primary Election.

Stepanoff stated this: "[people] shouldn't use something like this politically."

It would be safe to say that Paul Stepanoff lives in one of the largest residences in QCSD and he has

His home is approximately 8,000 square feet--much larger than the average home, even the newer ones

that have been built in the Richland developments over the past several years.

He would, therefore, have a much higher tax burden than most--and it is believed that this is

his motive behind lowering taxes--not for his constituents, for which he is out of touch, but for himself.

His personal agenda of gaining control of the School Board takes precedent over his duty to do what is best

It now looks as if Mr. Stepanoff was using scare tactics at the 5/12/09 Board meeting by voting on the

closure of Haycock Elementary. But, in an interview with The Morning Call TWO DAYS LATER,

Stepanoff "expects the school to remain open."

Aren't these the SAME kind of scare tactics that

Stepanoff complained about from former Superintendent, Jim Scanlon? It seems Paul lives by the phrase

"Do as I say, not as I do." In other words, he is a hypocrite.

At Tuesday's School Board meeting, Stepanoff lead the other men on the board in drastically

cutting the District's budget. Along with sports, music, and band programs were

cuts to special education AND cuts to programs for disabled students!

How's that for helping the kids who really need help?

But, we all know Stepanoff wants to "show non-learners the door."

This week's issue of Richard Woldow's The Gazette has finally shown its true colors as a

Cold War propaganda sheet. Woldow's column and ALL of the letters to the editor are

proclaiming and advocating the reelection of Paul Stepanoff.

There were NO dissenting letters in this issue.

Will someone please tell Ray Houck of Richlandtown that Zane Stauffer's daughter is the

QCSD director of finance. He is not voting for Pat McCandless because Pat's wife is a

part-time teacher's aide. There is a vast difference in the salaries of these two women.

During the 2007 election campaign, Mr. Stepanoff went public on the Topix.net

website and used the name -QCSD Board Member- as his handle. During a heated back and forth

discussion with another poster, -Info and Opinion-, Mr. Stepanoff made a threat of violence toward

this poster. Please click on the link below and look at the next to last paragraph of post number 140.

This incident was brought up at the October 25, 2007 School Board meeting with several area residents

speaking during public comment. The offender was asked to reveal himself, but Stepanoff waited until the

next board meeting to apologize. See Public Comment on page 10 of the 10/25/07 meeting minutes.

Under the School Board Code of Conduct, he had no authority to write what he did on this website. He

also violated the District's Anti-Bullying policy by making threats to the other poster.

At the May 25, 2006 School Board meeting, Mr. Stepanoff recommended Rick Orloff for the

Budget Consultant position at QCSD. He violated the School Board Code of Conduct because as

a School Board Director, he is not to use his position to help others gain an unfair advantage within

The file containing the School Board Code of Conduct has the sections Mr. Stepanoff violated in

yellow highlight. The section stating that Directors should make their decisions personally and without

partisan bias is highlighted. Partisan, as in, QCSD-Reform and it's infamous rallying cry:

against Pat McCandless, who is vying for a seat in Region 1 along with Stepanoff and Zane Stauffer.

Both Stepanoff and Woldow state that McCandless is unqualified to run for School Board because his wife is a district employee.

What they don't tell you is that she is a part-time, substitute teacher's aide who works on an on-call basis! She does NOT belong

to the support staff union, nor does she receive benefits from the district.

They also failed to leave out that Zane Stauffer's daughter is the QCSD Director of Finance who obviously has a

substantially higher salary than Mrs. McCandless. One call to the District Office will confirm this information.

If McCandless is unqualified to serve because of his connection, then what about Zane Stauffer???
